He has written and researched widely on education and training at all levels in England and taught at all levels of secondary, further and higher education. Previous publications include Degrees of Difference: Higher Education in the 1990s; From School to YTS: Education and Training in England and Wales, 1944-87; and he is co-author of Beyond Competence: The National Council for Vocational Qualifications.
