Electronic Journal
This book, first published in 1992, outlines the issues, indicates major trends, and sets challenges for libraries and publishers concerning new technologies and serials. Libraries in Australia and New Zealand have struggled for years with the problems of distance and cost in a print-oriented publishing industry dominated by countries half way across the globe. This book provides practical advice on the need for Australasian libraries to become actively involved in the possibilities of this new technology in order to maximize the benefits for themselves and their clients. Throughout the book, the contributors emphasize the need for improved communication between authors, publishers, information technology specialists, libraries, and users, and propose a standardization of formats and delivery systems to aid easy cooperation between such diverse groups. The chapters stress the need for user-friendly access to information along with education programs that are tailor-made to meet different access requirements.

Fourth Branch
In The Fourth Branch: Reconstructing the Administrative State for the Commercial Republic Brian J. Cook confronts head-on the accumulating derangements in the American constitutional system and how the administrative state has contributed to the problems, how it has been a key force in addressing the troubles, and how it can be reformed to serve the system better. The Fourth Branch is anchored in a powerful theory of regime design that guides a freshly comprehensive account of the historical development of successive political economies and administrative states in the United States and provides the normative grounding for more far-reaching constitutional change. Cook calls for a decisive, pattern-breaking response in the form of a constitutional redesign to accommodate a fourth branch, an administrative branch. The Fourth Branch shows that the creation of a fourth administrative branch is consistent with the history and traditions of American constitutionalism. Far more than that, however, the addition of a fourth branch could enhance American constitutionalism by making the separation of powers work better, increasing the likelihood that deliberative lawmaking will occur, strengthening civic capacity and public engagement in governance, and improving both accountability and coordination in the administrative state.By stressing that the administrative state in its current form is both biased toward business and seriously undermined by subordination to the three constitutional branches, Cook contends that neither abandoning the administrative state nor more deeply constitutionalizing or democratizing it within the existing constitutional structure is sufficient to fully legitimate and capitalize on administrative power to serve the public interest. Rather, Cook argues that it is imperative to confront the reality that a fundamental reordering of constitutional arrangements is necessary if the American commercial republic is to recover from its growing disorder and progress further toward its aspirations of liberal justice and limited but vigorous self-rule.

Bureaucratic Politics and Regulatory Reform
Based on interviews with key EPA decision makers and an analysis of the public record, this informative case study demonstrates how the contemporary movement for regulatory reform has actually affected the internal organizational politics of a highly visible administrative agency. The volume offers an in-depth look at how a specific agency effort at regulatory reform can be drastically influenced by the machinations of bureaucratic politics. Evidence is offered to support Cook's claim, in contrast to conventional views, that senior political and career leadership has considerable influence over the policy direction of an administrative agency.

Management of Construction Projects
Construction Management is a wide ranging discipline, but ultimately it is a demanding, hands-on discipline concerned with the management of people, plant and materials, all mobilised to complete a building project safely, on time, on budget and to the client’s satisfaction. Management of Construction Projects is a highly illustrated series of case studies based on seven live construction management projects, demonstrating the very practical nature of managing projects. The detailed case studies cover a variety of construction projects, varying in value from £1million to £117 million, including a major inner city office block, a portal framed factory unit, a university refurbishment project, a superstore & car park and a new school building. The case studies emphasise detailed on site management procedures and identify a predominantly functional approach to managing projects. A number of related chapters covering practical and theoretical aspects of construction management support and illustrate the individual case studies. With a strong emphasis on the practical nature of the subject, Management of Construction Projects is an ideal introduction to the subject for all students on construction and related degree and diploma programmes. It will be of particular interest to students preparing for the CIOB EPA programme and the new NVQ courses at level 4 and 5 in construction management.

Just My Soul Responding
One of the most innovative and ambitious books to appear on the civil rights and black power movements in America, Just My Soul Responding also offers a major challenge to conventional histories of contemporary black and popular music. Brian Ward explores in detail the previously neglected relationship between Rhythm and Blues, black consciousness, and race relations within the context of the ongoing struggle for black freedom and equality in the United States. Instead of simply seeing the world of black music as a reflection of a mass struggle raging elsewhere, Ward argues that Rhythm and Blues, and the recording and broadcasting industries with which it was linked, formed a crucial public arena for battles over civil rights, racial identities, and black economic empowerment. Combining unrivalled archival research with extensive oral testimony, Ward examines the contributions of artists and entrepreneurs like Sam Cooke, Aretha Franklin, James Brown, and Berry Gordy to the organized black struggle, explaining what they did for the Movement and-just as important-why they and most of their peers failed to do more. In the process, he analyses the ways in which various groups, from the SCLC to the Black Panthers, tried-with very mixed results-to use Rhythm and Blues and the politics of celebrity to further their cause. He also examines the role that black-oriented radio played in promoting both Rhythm and Blues and the Movement, and unravels the intricate connections between the sexual politics of the music and the development of the black freedom struggle. This richly textured study of some of the most important music and complex political events in America since World War II challenges the belief that white consumption of black music necessarily helped eradicate racial prejudice. Indeed, Ward argues that the popularity of Rhythm and Blues among white listeners sometimes only reinforced racial stereotypes, while noting how black artists actually manipulated those stereotypes to increase their white audiences. Ultimately, Ward shows how the music both reflected and affected shifting perceptions of community, empowerment, identity, and gender relations in America during the civil rights and black power eras.

How to Recruit and Retain Higher Education Students
How to Recruit and Retain Higher Education Students is an invaluable resource for academic staff, administrators and policy makers involved in student recruitment and improving student retention. It offers practical advice on how universities can influence the expectations of prospective students, allowing them to make sensible decisions about careers, courses and institutions. Many surveys of students who drop out of university show that most do so out of disappointment. Failing to understand what higher education was about quickly enough, they become confused and frustrated. Dropping out seems the best solution. This book describes a series of practices proven to encourage students to stay on, discussing the background research on student attrition. By preparing students better for their higher education experience, the practices in this book are effective not only in recruiting students but also in matching them to the right institutions and programmes. The practices described range from those reaching out in a broad way to communities of potential students, to university support for pre-entry examinations, to enhanced communication between institutions and applicants. All are described in sufficient detail to allow judgments to be made about how to use and adapt them to suit local needs. How to Recruit and Retain Higher Education Students provides a sound theoretical foundation for research into student retention and provides the necessary underpinning for those academic staff embarking on courses and assists in preparing them for their roles in both teaching and student support.
