History and Context in Comparative Public Policy
Douglas E. Ashford joins a growing number of scholars who have questioned the behavioralist assumptions of much policy science. The essays in this volume show why policy analysis cannot be confined to prevailing methods of social science. Policy-making behavior involves historical, contextual, and philosophical factors that also raise critical questions about the concepts and theory of the discipline. Ashford asks difficult questions about the contextual, conjunctural, and unintentional circumstances that affect actual decision-making. His bridging essays summarize opposing viewpoints and conflicting interpretations to help form a new agenda for comparative policy analysis.

National Development and Local Reform
Focusing on the problems of increased political participation as a vital aspect of the developmental process, the author compares the ways three different political systems--the monarchy of Morocco, the single-party state of Tunisia, and the alliance of military and civil officials of the Pakistani regime--have attempted to solve the problem at the local level. Originally published in 1967. Political Change in Morocco
How to develop new forms of political expression and political participation on the national level is one of the major problems facing newly independent countries. Mr. Ashford gives a careful description of the pattern of Moroccan national politics at the time of independence, and analyzes how this pattern was changed during the first three post-independence years. He provides a general outline of the ways a widely differentiated people can participate in the national politics of a developing country. Like Apter's books on Ghana and Uganda, and Wriggins' book on Ceylon, this is an important study of the transition to independence of a postwar, rapidly developing political system. National Resources and Urban Policy
First published in 1980 National Resources and Urban Policy critically examines how resource constraints affect urban development and urban policy making. With case studies from the United States, several European countries and Japan it brings themes like federal assistance programs; local government revenues; urban resources, the American capital market, and federal programs; urban investment controls in Britain; local government investment expenditures in West Germany; Japan confronts its cities; New York City fiscal crisis; public housing in metropolitan London; and restructuring the resource flow. This book is a must read for scholars and researchers of urban politics, public administration, urban studies, public policy and political studies.

British Dogmatism and French Pragmatism
First published in 1982, British Dogmatism and French Pragmatism presents an inquiry into how national political and administrative constraints affect the formulation and implementation of local government reform. This comparative study between British and French local politics and policymaking discusses themes like local reorganization in the welfare state; two paths from monarchy to democracy; decisions and non-decisions; can national politics make local policy; fiscal policy and local spending; capital spending and land use; and central-local politics in the welfare state. The author argues that the influence of local government systems cannot be assessed apart from the national political and administrative structures in which they are embedded. This book is a must read for scholars and researchers of political science, public administration and policy making.

Financing Urban Government in the Welfare State
First Published in 1980, Financing Urban Government in the Welfare State shows how intergovernmental structures have now become the main policy device designed for an earlier age and often for quite different purposes, linking national and local policymaking. Special attention is given to the historical structures which now form the basis for national - local spending and investment decisions, and which moderate the increasing interdependence of national and local decisions. The so called ‘crisis’ of urban spending has not emerged as a major problem, but each country has sought to modify and adapt old bargaining procedures to the new needs and problems of local government. The manner in which this has been done reflects crucially important aspects of the political process in each country- Britain, France, the United States, Germany and the Netherlands, and does not follow the lines that might be suggested by economic deterministic thinking. Essentially each country must work out its historical and institutional compromise between the financial problems of national and local government, with politics continuing to have an important explanatory role in understanding contemporary urban development. This is an interesting read for scholars and researchers of urban studies, urban politics and public policy

Space Exploration: All That Matters
Amid a century devastated by war, space exploration was perhaps mankind's greatest achievement of the twentieth century. Yet remarkably, in a world where most technology progresses constantly, space exploration appears to have gone backwards. Man has not returned to the moon since 1972; the space shuttle programme has finished and not been replaced; much-vaunted promises of space tourism have not become realistic. In this remarkable book, David Ashford looks back at the story of space exploration, identifying the factors that were a driving force behind the eye-catching programmes of the cold war, and showing how now new driving forces are needed. Using his own extensive experience as a practitioner and researcher of space exploration, Ashford then outlines a new, realistic roadmap for achieving the new space age soon and at an affordable cost. This accessible and readable book will appeal both to students and general readers, giving a fascinating introduction to space exploration - and what matters most about it.

First Among Equals
A fresh, concise roadmap for U.S. grand strategy in a multipolar world For the past thirty years, post–Cold War triumphalism and a desire to reshape the world have defined U.S. foreign policy. But the failures of the global war on terror, the return of conflict to Europe, and growing tensions with China all suggest that this approach to the world is flawed. For the United States—the country that has ruled the international system largely alone since 1991—this moment is particularly perilous. Can policymakers adapt American foreign policy to better fit the twenty-first century, and in doing so avoid the pitfalls and excesses of the past three decades? In this book, Emma Ashford proposes a return to a more pragmatic, realist set of strategic principles, ones better suited for the emerging multipolar world, that would pursue narrower U.S. interests, cultivate the capabilities of friendly states, and emphasize room for maneuver over rigid alliances. In this she provides a valuable counterpoint to today’s liberal internationalist consensus, as well as a road map for policymakers who seek to change the course of U.S. foreign policy.

Screendance
The relationship between the practice of dance and the technologies of representation have excited artists since the advent of film. Dancers, choreographers, and directors are increasingly drawn to screendance, the practice of capturing dance as a moving image mediated by a camera. While the interest in screendance has grown in importance and influence amongst artists, it has until now flown under the academic radar. Emmy-nominated director and auteur Douglas Rosenberg's groundbreaking book considers screendance as both a visual art form as well as an extension of modern and post-modern dance without drawing artificial boundaries between the two. Both a history and a critical framework, Screendance: Inscribing the Ephemeral Image is a new and important look at the subject. As he reconstructs the history and influences of screendance, Rosenberg presents a theoretical guide to navigating the boundaries of an inherently collaborative art form. Drawing on psycho-analytic, literary, materialist, queer, and feminist modes of analysis, Rosenberg explores the relationships between camera and subject, director and dancer, and the ephemeral nature of dance and the fixed nature of film. This interdisciplinary approach allows for a broader discussion of issues of hybridity and mediatized representation as they apply to dance on film.Rosenberg also discusses the audiences and venues of screendance and the tensions between commercial and fine-art cultures that the form has confronted in recent years. The surge of screendance festivals and courses at universities around the world has exposed the friction that exists between art, which is generally curated, and dance, which is generally programmed. Rosenberg explores the cultural implications of both methods of reaching audiences, and ultimately calls for a radical new way of thinking of both dance and film that engages with critical issues rather than simple advocacy.
