Global Outlook for Government Debt over the next 25 Years – Implications for the Economy and Public Policy
This study addresses a fundamentally new feature of the contemporary world economy: the simultaneous buildup of very large public deficits and debt positions in virtually all of the advanced high-income countries. The recent global financial crisis sharply accelerated this fiscal deterioration, but it was already well underway in some countries, including the United States, where demographic prospects had posed extremely worrisome trajectories for a number of years. The book has three basic objectives. First, it projects the global fiscal outlook to 2035. Second, it asks whether the combination of deficits and debt in a large number of countries at the same time produces an impact on the world economy that is qualitatively different from the more traditional emergence of such problems in one or a few countries in any given period. Third, it analyzes the effects of the fiscal prospects on key economic variables including global interest rates and growth rates. The analysis finds that the current public debt profiles in most advanced economies will grow to dangerous and unsustainable levels over the next couple of decades unless major changes are made in projected spending and revenue levels. The authors conclude that the United States and Japan, in particular, need to start planning now for significant future budget cuts to minimize the risk of a crisis. Acting soon enables the adjustment to be phased in over an extended period, which cushions the inevitable adjustment costs, while avoiding the potentially enormous pressures that could be levied by markets if correction is delayed too long.

Institution of International Order
This volume delivers a history of internationalism at the League of Nations and the United Nations (UN), with a focus on the period from the 1920s to the 1970s, when the nation-state ascended to global hegemony as a political formation. Combining global, regional and local scaes of analysis, the essays presented here provide an interpretation of the two institutions — and their complex interrelationship — that is planetary in scale but also pioneeringly multi-local. Our central argument is that although the League and the UN shaped internationalism from the centre, they were themselves moulded just as powerfully by internationalisms that welled up globally, far beyond Geneva and New York City. The contributions are organised into three broad thematic sections, the first focused on the production of norms, the second on the development of expertise and the third on the global re-ordering of empire. By showing how the ruptures and continuities between the two international organisations have shaped the content and format of what we now refer to as ‘global governance’, the collection determinedly sets the Cold War and the emergence of the Third World into a single analytical frame alongside the crisis of empire after World War One and the geopolitics of the Great Depression. Each of these essays reveals how the League of Nations and the United Nations provided a global platform for formalising and proliferating political ideas and how the two institutions generated new spectrums of negotiation and dissidence and re-codified norms. As an ensemble, the book shows how the League of Nations and the United Nations constructed and progressively re-fashioned the basic building blocks of international society right across the twentieth century. Developing the new international history’s view of the League and UN as dynamic, complex forces, the book demonstrates that both organisations should be understood to have played an active role, not just in mediating a world of empires and then one of nation-states, but in forging the many principles and tenets by which international society is structured.

Institutionalization of the International Criminal Court

It argues that after the Cold War the European Union started challenging the unilateral policies of the United States by promoting new norms and institutions, such as the ICC. This development flies in the face of traditional explanations for cooperation, which would theorize institutionalization as the result of hegemonic preponderance, rational calculations or common identities. The book explains the dynamics behind the emergence of the ICC with a novel theoretical concept of normative binding. International Debt Reexamined
The international debt crisis that erupted in 1982 threatened the world financial system and turned the 1980s into a lost decade for Latin America. But the crisis jolted governments throughout the region into adopting sweeping economic reforms. By the early 1990s inflation was lower, growth was reviving, the major debtors had reached "Brady Plan" workout agreements reducing bank debt in exchange for collateral, and capital was entering the region in unprecedented magnitudes.This study tries to make sense of this historic financial episode and to derive lessons for future policy. Deliberation in International Institutions
This book studies the deliberative dynamics in the International Maritime Organization (IMO), the United Nations’ specialised agency for regulating international shipping.
